The United Nations Development Programme (UNDP) works in approximately 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. Anchored in the 2030 Agenda for the Sustainable Development Goals (SDGs) and committed to the principles of universality, equality, and leaving no one behind, UNDP supports countries’ efforts to strengthen frameworks for development, peacebuilding, disaster risk reduction, and climate change.

In Libya, UNDP has designed a new Country Programme Document (CPD) for 2023–2025, which proposes as one of its three major objectives to invest in local peacebuilding and resilience, marking a transition from immediate stabilization towards longer-term development and peacebuilding. In this regard, UNDP is supporting peace and resilience in targeted clusters across Libya by strengthening the capacity of local institutions and communities to manage conflicts and tensions, complementing its focus on enhancing accountable, effective, and gender sensitive governance, and promoting sustainable green growth and greater resilience to climate change.

Under the Local Peacebuilding and Resilience Pillar, the Strengthening Local Capacities for Resilience and Recovery (SLCRR) Project aims at supporting local authorities in Libya to respond to the many conflicts and human mobility induced challenges that impact negatively people access to essential services, social cohesion and community security, and jobs and sustainable livelihoods. The overall objective of the project is to improve the living conditions and resilience of vulnerable populations (including migrants, refugees, IDPs, returnees and host communities), in particular in the municipalities most affected by migratory flow and/or affected by the conflict.

The project has received funding from the European Union (EU), Kingdom of Norway, United Kingdom, Italy, the African Development Bank (AfDB), and the United Nations Peacebuilding Fund (PBF) and is being implemented in close cooperation with the Ministry of Local Government, targeted municipalities and local and international partners.

Institutional Arrangement

The Communication Analyst will work under the overall guidance and supervision of the Project Manager of SLCRR project and in close coordination with the Project Specialists, Regional Coordinators, Output Leads, M&E Assoicate and the Programme Management and Support Unit (PMSU). He/she will supervise a graphic designer (consultant).

Duties and Responsibilities

The Communications Analyst will contribute to the development and the implementation of the communication plan of the SLCRR projects and contribute to the implementation of the overall UNDP Country Office Communications Strategy.

The tasks for this role are:

Take the lead on the implementation of all activities related to the EU-UNDP Communication and Visibility Plan including appropriate feedback mechanisms and monitoring tools, in close partnership with UNDP and EU Delegation communication specialists;
Deliver concrete visibility promotion activities as identified in the plan;
Elaborate, implement and continuously monitor a communication and visibility plan and its impact in promotion of the visibility of project results.
Develop a professional media package to provide background information about the project, and establish processes for: (i) regular communication with media contacts; (ii) regular production of press releases; (iii) advising and assisting programme partners in managing local media interest at the community level;
Design concepts of various communication products such as TV and radio programmes, websites, publications and other promotional or information materials in cooperation with programme team;
Organize press trips to ensure media coverage; coordinate organization of open days and launching events at local level;
Write articles, success stories, press releases and news about the programme’s most important achievements to be placed in the national and international media as well as in the local and regional media/websites, as well as UNDP Libya website and social media platforms.
Prepare writing products such as factsheets, infographics, updates, social media posts and any promotional material requested to implement the visibility plan, compliant with the EU-UNDP partnership communication guidelines and in line with UNDP and UNDP Libya overall communication strategy.
Prepare periodical reports on communication/media activities and expenses;

Required Skills and Experience

Min. Education requirements	An advanced university degree in Communications, Journalism, International Relations, Social Sciences or a related fields A first-level university degree (bachelor’s degree) in combination with two years of qualifying work experience will be given due consideration in lieu of the advanced university degree
Min. years of relevant work experience	A minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of professional working experience in communication or international relations is required
Required skills	Communications or journalism experience in an international environment
Desired skills in addition to the competencies covered in the Competencies section	Communications or journalism experience in an international environment Communications or campaigns experience preferably within the UN system and other international public-sector organizations is an asset Previous working experience in crisis and post/crisis settings is an asset
Required Language(s)	Fluency in English (both oral and written).Knowledge of Arabic is an asset.
